| Description: President Obama is calling for legislation to regulate and stabilize commodity futures markets to avoid the wild fluctuations in energy pricing we’ve experienced since 2007. The instability was not attributed to supply and demand or the 2008 stock market crash but instead to investor speculation. Investors shifted their money from the suffering mortgage market to the commodities markets and drove the forward commodities markets upward. Extensive trading outside of the regulated exchanges such as NYMEX, and the fact that some of the markets are exempt from federal review, made it impossible to regulate the speculative trades.
